How the Pennsylvania estimate works
Enter gross pay for one pay period, federal W-4 adjustments, and the state details shown above. Federal withholding follows Publication 15-T. Pennsylvania withholds 3.07% of compensation and, when applicable, a separate 0.07% employee unemployment contribution. Local EIT is the higher of the confirmed residence total rate and work-location nonresident rate. LST uses the confirmed work PSD, official municipal and school components, certificate-based low-income thresholds, payroll-period installments, and the amount already paid during 2026.
Example: For $1,000 of weekly wages in Abbottstown, Pennsylvania state withholding is $30.70, the covered employee UC contribution is $0.70, confirmed 1.5% local EIT is $15.00, and the $52 annual LST installment is $1.00. A different residence or work PSD can change both local lines. The calculator does not assume any unentered benefit deduction or invent a tax result.
Weekly, biweekly, semimonthly, and monthly are the supported paycheck frequencies. “Annual salary” is an earnings input and the annual view is a simple period multiplication; neither is an annual payroll-period method. The special Form W-4 adjustment for nonresident aliens is not modeled.
How are Pennsylvania local taxes selected? Choose the work and residence counties, then the official PSD entries. The calculator compares the two EIT rates and uses LST only from the work PSD. An unresolved location remains a partial estimate. It never assumes local tax is zero and never asks for a street address.
